Medico-Legal experience
Dr Taylor has 20 years experience as an Expert Witness in the Criminal Courts, Civil Courts, Family Courts, Mental Health Review Tribunals, Parole Board, Ecclesiastical Courts and for the Parliamentary and Health Service Ombudsman, as well as experience of assessing capacity relating to a range of decisions. A member of the Expert Witness Institute, Dr Taylor has given evidence to the Crown Court, Coroners’ Inquests, Mental Health Review Tribunals and Parole Board and provided Inquest training and Mock Inquests for healthcare professionals for several years, working closely with HM Coroner staff.
Clinical Practice & Experience
Dr Taylor has 30 years NHS experience, 20 years in psychiatry, 17 years experience as a Consultant Forensic Psychiatrist. Dr Taylor attended medical school in Bristol from 1993-1998 before working in General Medicine, General Surgery, Accident and Emergency and Orthopaedics until 2001 when he entered psychiatry. He trained as a Psychiatrist (MRCPsych) and then as a Forensic Psychiatrist in Birmingham from 2001-2007 before starting work as an NHS Consultant Forensic Psychiatrist in 2007. Dr Taylor has worked in low, medium and high secure forensic psychiatric hospitals for over 15 years. He also has experience of community forensic psychiatry, including working in an Approved Premises as a regular visiting psychiatrist. He was the regular visiting psychiatrist for a range of Category A and B prisons and a Young Offenders Institution for a number of years. Dr Taylor has worked in in-patient services for men and women as well as specialist in-patient personality disorder services. Much of this work involved assessing and treating the effects of trauma on individuals. He has developed and delivered interventions on alcohol and substance misuse to people affected by these.
Clinical Interests
Dr Taylor clinical interests include schizophrenia, bipolar affective disorder and personality disorder. Other areas included PTSD, complex trauma, autism, depressive disorders and anxiety.
Management Experience
Dr Taylor was the Clinical Director of a large and complex medium secure NHS hospital in Leicester – Arnold Lodge – from 2020 to 2023. During this time the CQC rating improved from “Requires Improvement” to “Good”. Working as the Training Programme Director in Forensic Psychiatry for the East Midlands for 8 years, he was the founder and co-chair of the National Forensic Psychiatry Training Programme Director Group within the Royal College of Psychiatrists. He was a recognised trainer in Forensic Psychiatry for over 15 years and is Approved under Section 12(2) of the Mental Health Act 1983 as having specific expertise and training in Mental Disorder and the Mental Health Act. In 2023 Dr Taylor was elected as a Fellow of the Royal College of Psychiatrists.
Summary of Publications
Dr Taylor has published several textbooks (single and joint author) and peer-reviewed journal articles. He has been an invited speaker at regional, national and international conferences, representing The Royal College of Psychiatrists at times, across Europe, in North America and in South Africa.
Teaching & Training
Dr Taylor has worked as an Honorary Lecturer at Birmingham University, where he was heavily involved in medical education leading on the delivery of the postgraduate training programme for psychiatrists in the West Midlands for a number of years. He worked as an Honorary Lecturer at Liverpool University and taught and examined at Nottingham University from Undergraduate to Doctoral level in medicine, psychiatry and psychology. Dr Taylor was invited to provide in-house training for the HM Prison and Probation Service’s Mental Health Casework Section and has worked as an expert advisor to the Parliamentary and Health Service Ombudsman.
He had a leading role in small team of senior Forensic Psychiatrists who wrote the current national postgraduate training curriculum for Forensic Psychiatry for the United Kingdom.
